The Learning Disability Service Framework

ARC Northern Ireland has been commissioned by DHSSPS to lead on the development of a Service Framework.

The project aims to:

  • Enabling people with learning disabilities to live full and meaningful lives
  • Have access to a wide range of continuing education, training, employment, social and leisure opportunities.
  • Active participation of the person with a learning disability, their family and the wider community in promoting independence, self-help and self-directed support
  • Securing improvements in the health and wellbeing of a person with a learning disability, particularly for those with complex conditions.
  • Establish a Project Team to guide and oversee the project
  • Support 5 working groups that will develop the standards for children, day opportunities, accommodation and support, ageing well and health.
  • Produce a draft framework and facilitate a widespread consultation process
  • Produce final draft for DHSSPS

  • A project team was established to guide and oversee the project.
  • The draft framework has been developed and sets out standards to:
    • Improve the health and social wellbeing of people in Northern Ireland
    • Reduce inequalities and promote social inclusion
    • Improve the quality and safety of care
    • Safeguard vulnerable individuals and groups
    • Improve partnership working with other agencies and sectors
  • A webpage has been developed on the DHSSPS website
  • Using feedback from the consultation process a final draft of the framework will be produced for the DHSSPS.
